36 Years of Transforming Lives

For 36 years, CITE Technical Institute, Inc. has helped change the lives of underprivileged Filipino youth. CITE proves that poverty can be overcome through quality education, values education, and dignified work. Its journey reflects faith put into action, strong partnerships, and a clear mission to form skilled workers who are also responsible and upright individuals.
Foundations (1987–1989)
CITE began in January 1987, inspired by the pastoral visit of Blessed Álvaro del Portillo to Cebu and Manila. His visit encouraged concrete efforts to help the poor through education and work.
Later that year, the Philippine and Italian governments signed an agreement to establish CITE. Studies conducted by Italian experts confirmed the need for an industry-based technical school in Cebu. In 1988, the project was entrusted to Associazione Centro ELIS of Italy, working with Filipino partners. CITE staff were trained abroad to ensure quality education from the very beginning.
Building an Institution for the Poor (1990–1994)
Construction began in Barangay San Jose, Cebu City in 1990. The Industrial Technician Program was approved, offering Mechanical, Electrical, and Electronics Technology.
In 1991, CITE welcomed its first 96 students, most of whom came from low-income families. Training combined hands-on skills, workplace discipline, and values formation.
In 1992, CITE was inaugurated by former President Corazon Aquino and blessed by Cebu Archbishop Ricardo Cardinal Vidal. By 1994, CITE held its first graduation and received its first major recognition for quality and productivity—affirming its commitment to excellence even in its early years.
Pioneering Industry-Based Education (1995–2005)
As CITE grew, it became known for innovation in technical education. In 1997, it introduced the Dual Training System (DTS), which combined classroom learning with on-the-job industry training. This model later earned several recognitions from TESDA, including Best DTS Practice and Kabalikat Awards.
During this period, CITE was repeatedly recognized as an outstanding institution by the Cebu City Government. It was also chosen as a benchmark technical school by TESDA and named a Center of Excellence by the ASEAN HRD Working Group. CITE expanded its programs to include information technology, telecommunications, and training for out-of-school youth—extending its mission beyond the classroom.
Values, Quality, and National Impact (2006–2015)
CITE strengthened its systems and values as it expanded. It achieved ISO 9001 certification for Quality Management Systems through international certifying bodies and received recognition as a child-friendly institution by national and international labor organizations.
Guided by the teachings of St. Josemaría Escrivá and Blessed Álvaro del Portillo, CITE continued to place strong emphasis on character formation. Many alumni earned national recognition for excellence in work, bringing honor to the institution.
CITE also introduced innovative teaching approaches, strengthened industry linkages, and partnered with universities to allow graduates to pursue higher education—helping families rise out of poverty.
Transition to Diploma Education and Global Engagement (2016–2020)
In response to national education reforms and industry needs, CITE became a pilot school for TESDA’s Diploma in Engineering Technology programs. It began offering diploma courses in Mechanical, Electrical, Electronics, and Computer Engineering Technology.
CITE also expanded its engagement through international accreditations. These efforts strengthened its reputation as a leader in technical-vocational education.
Resilience, Innovation, and Expanded Reach (2021–2025)
Last year, CITE demonstrated resilience and strong governance. It was granted donee institution status by the Philippine Council for NGO Certification, affirming its transparency and accountability. CITE expanded its TESDA Assessment Center, earned renewed Dual Training System accreditations, and continued to excel in skills competitions.
CITE embraced sustainability and future-ready education by shifting to renewable energy, integrating 21st-century skills, and forming new partnerships in IT, manufacturing, agriculture, and community development. Today, CITE proudly works with more than 104 industry partners.
A Living Legacy
After more than three decades, CITE stands as a living legacy of faith, service, and education. From a simple inspiration in 1987, it has grown into a nationally and internationally recognized institution—transforming thousands of lives and building hope through work, values, and dignity.
