July 6, 2026
CITE Technical Institute joined a historic milestone in Philippine education as TESDA and CHED formally launched the Cebu Convergence: Joint TESDA–CHED Region VII Pilot Implementation of the Ladderized PQF Level 5 (Diploma) Programs progressing to corresponding PQF Level 6 Degree Programs during the 32nd CHED Anniversary Celebration at the Philippine International Convention Center on June 10, 2026.
The initiative was formalized through the signing of the Consortium Memorandum of Agreement (MOA) led by TESDA Director General Sec. Jose Francisco “Kiko” B. Benitez and CHED Chairperson Dr. Shirley C. Agrupis, reinforcing a shared commitment to create a seamless and learner-centered pathway from technical-vocational education to higher education.
As one of the participating Technical-Vocational Institutions (TVIs), CITE joined higher education institutions, training providers, and industry partners in supporting this pioneering collaboration—the first of its kind in the Philippines—which enables learners to progress from technical qualifications to diploma and eventually degree programs through a ladderized and credit-transfer-enabled education system. CITE is represented by its president and executive director, Dr. Jose Ramiro A. Carpio, Jr.
Participating academic institutions include Cebu Technological University, Cebu Institute of Technology–University, University of San Carlos, University of Cebu, University of San Jose–Recoletos, University of Southern Philippines Foundation, and University of the Visayas, alongside TVIs and training providers such as CITE Technical Institute, Don Bosco Technical College Cebu, North Coast Bohol Institute Inc., Balamban Extensive Skills and Technology Inc., School of Knowledge for Industrial Labor, Leadership and Service Inc., and TESDA Region VII Regional Training Center.
The Cebu Convergence Pilot aims to strengthen education–industry collaboration, enhance workforce competitiveness, and expand opportunities for learners in engineering, manufacturing, semiconductor, and ICT sectors.
