TESDA Region VII launched the Pilot Implementation of the PQF Level V (Diploma) Programs in Manufacturing, Semiconductor, and Allied Fields on December 2, 2025, at the City Sports Club Cebu. This initiative is a step towards strengthening the country’s advanced manufacturing and semiconductor workforce.

The event was led by Regional Director Gamaliel B. Vicente Jr., together with DDG Galo B. Glino III and DDG Vidal D. Villanueva III, giving strong national support for this pioneering rollout. In his message, DDG Villanueva emphasized that the PQF Level V program is one of the President’s priority initiatives, aimed at elevating the Philippines’ competitiveness in high-technology industries.

In a video message, DDG Rosanna A. Urdaneta highlighted that the launch marks a new chapter for the Filipino workforce, noting Cebu’s strong innovation ecosystem. Representing Secretary Kiko Benitez, DDG Glino stressed the importance of collaboration among CHED, HEIs, TVIs, and industry partners. A total of 7 HEIs and 5 TVIs helped TESDA to develop 30 diploma program applications, forming the groundwork for a national model.

CITE is among the implementing TVIs, specifically for the Diploma in Semiconductor and Electronics Manufacturing.
CITE was represented by President and Executive Director José Ramiro Carpio Jr., who delivered a message of support, Academic Formation Director Neil Agbay, and CITE Consultant Engr. Roy Zapata.
